But i think this problem is longer than that. i think we're in a decades-long decline of the u.s. senate. this place has called itself for a long time, 240 years, the greatest deliberative body in the world, and at times it has been. today the u.s. senate would not be one of the five great deliberative bodies in nebraska. in my county they deliberate more reasonably about what problem are we trying to solve before we start bickering about competing solution a, b, and c. this is going to be a great deliberative body again. we need to have shared understanding of those big generational problems....
