Metzler banned from owning dogs after plea | News, Sports, Jobs

ST. CLAIRSVILLE Paula Metzler entered a guilty plea last Tuesday before Belmont County Western Division Court Judge Eric Costine after the Belmont County Animal Rescue League found dogs in poor condition at her residence.
According to court records, Metzler, of 100 Fair Avenue, Fairview/Quaker City, was accused of five counts of violations of prohibitions concerning companion animals, a misdemeanor of the second degree occurring in 2019. The five counts were merged into one and she entered her plea.
She was fined $100 plus costs and she is not to own any dogs with the exception of one service animal for her daughter.

CALDWELL The passing of Judge Lucien Edsel Young III has left a hole in the Noble County Court and the hearts of the family, friends and co-workers of the long-time public servant.
Young passed away on Feb. 25 at Genesis Hospital in Zanesville following a brief illness during which he continued to serve the citizens of Noble County on a part-time basis.
We have never been through anything like this here, and it has been really rough, said Noble County Court Clerk Michelle Curry. We never expected this to happen right now.

St. Clairsville veteran Robert Vincenzo looks forward to having his banner back on display after the New Year as the Noon Rotary Club prepares to launch its second program to place banners featuring area veterans along St. Clairsville streets.
ST. CLAIRSVILLE The faces of area veterans will again adorn lamp posts throughout the city as the Noon Rotary Club launches its second annual veterans banner display at the opening of 2021.
Rotarian Kirke Porterfield, who is helping spearhead the project, said the first display at the start of this year was a success and the banners from last year will go back up with no additional expense.
