Pulaski County Judge Barry Hyde reiterated on Tuesday that he believed Sheriff Eric Higgins had broken the law by signing an agreement to film a reality TV series for Netflix at the jail last year and told a panel of state lawmakers that he had referred the matter to the prosecuting attorney's office.
