European Union leaders will meet in Brussels on Feb. 1 to try again to agree on granting Ukraine new financial aid as Kyiv fights against Russia's invasion. Germany on Tuesday deepened the despondency around Western efforts to back Ukraine by saying the EU would not reach a target to supply Kyiv with a million artillery shells by March. EU internal market commissioner Thierry Breton said efforts to ramp up production were having an impact and the EU should be able to turn out a million shells a year.
The European Union nations have jointly condemned Hamas for using "human shields" in the war against Israel.
