JAMMU, Apr 29: As hospitals across the country have been struggling with acute shortage of medical oxygen amid a raging second wave, the Jammu and Kashmir Government is doing all out efforts to set up medical oxygen general plants in several hospitals including new Government Medical Colleges (GMCs), District Hospitals and some Community Health Centres to avoid such a crisis in the UT.
Official sources told Excelsior that in line with the announcement made by Financial Commissioner Health and Medical Education Atal Dulloo last week that 36 new medical oxygen plants would be added to the existing system in the near future, 23 of such plants have already been set up and most of them made operational.

New Delhi, April 28: In an attempt to pre-empt the medical catastrophe that has afflicted Delhi, Maharashtra, Madhya Pradesh, Telangana, Karnataka and some other States, the Government of Jammu and Kashmir has triggered a major initiative to boost the oxygen manufacturing across the Union Territory.
Even as most of the major hospitals in Kashmir are already equipped with independent oxygen manufacturing plants, authorities have stepped up the process of adding six new plants to the system within a fortnight. Two of such plants have been commissioned and made operational in the last few days and four more in southern Kashmir are likely to be in service by next week.

Realizing that the existing health infrastructure in the Union Territory would not able to face the situation emerging due to the increasing number of Corona patients, the J&K Government requested the Centre to immediately construct temporary hospitals for infected patients.
At the request of the J&K government, the Union Home Secretary, Ajay Bhalla on Wednesday asked the UT administration to immediately identify suitable locations for the construction of two 500-bedded hospitals.
The Defence Research and Development Organization (DRDO), which is going to construct two hospitals - one each at Srinagar and Jammu, has been asked to evaluate and submit the corresponding proposal estimates through a team of experts.

SRINAGAR: To meet any possible eventuality amid the ongoing onslaught of Covid-19 pandemic, Directorate of Health Services Kashmir Saturday made two oxygen plants, each with 1000 LPM capacity, functional in north-Kashmir.
The oxygen plants were made functional at SDH Kupwara and Sopore, during an extensive tour by Director Health Services Kashmir Mushtaq Ahmad on the directions of Financial Commissioner Health & Medical Education Department, J&K, Atal Dullo, in the presence of Deputy Commissioner Kupwara Imam-ud-Din (at SDH Kupwara).
Both the plants have been made fully functional and serve as big relief for the inhabitants of north Kashmir amidst Covid crisis, reads a Directorate statement. Patients indicated for high flow oxygen will be treated at their door steps while as only critical patients shall be referred to tertiary care, it says.

For the last week, the newly elected Jammu District Development Council (DDC) chairman, Bharat Bhushan, is aggressively campaigning in rural areas to mobilize villagers in the 'fight against Corona'. He has, so far, approached all elected Panchayat members of the Jammu district for seeking their support to strictly implemented Covid protocols in their respective areas.
Bharat Bhushan is not an isolated case, authorities have decided to rope in all elected representatives from DDC chairpersons to Panches of the Panchayat, in the fight against Coronavirus.

Jammu (Jammu and Kashmir) [India], April 21 (ANI): Financial Commissioner Health and Medical Education of Jammu and KashmirAtal Duloo on Tuesday said that there is a rapid rise in COVID-19 cases in the second wave of coronavirus infections in the union territory, adding that preparations are being done to address any eventuality.
"The union territory saw a peak of 1,800 cases per day in the last year and during the second wave of COVID-19, this year we have already touched 1500 mark," he said.
Duloo said, "The government has taken many steps to address the COVID-19 situation. Testing has been increased and three Cobas Machines have been ordered for fast and effective testing, one is being installed and two others -- one in Jammu and another in Srinagar -- is due to arrive soon. The capacity of Cobas machines capacity to conduct RT-PCR tests is very high."

JAMMU, Apr 17: In a testimony of dilly-dallying approach towards the issues concerning the employees, the Health and Medical Education Department has failed to work out actual pay scales of different categories of posts created in the new Government Medical Colleges of Jammu and Kashmir and submit well conceived proposal to the Finance Department since September 2019.
Moreover, the officers of the Health and Medical Education Department are reluctant to specify the reasons behind inordinate delay thereby defeating the objectives behind formulation of committees on the subject.

JAMMU, Apr 9: Financial Commissioner Health & Medical Education, Atal Dulloo today chaired a meeting with senior officers of Health Department with regards to COVID-19 management here. The meeting was called to discuss issues like availability of general and oxygen supported beds in hospitals of J&K.
Speaking to the officers, the Financial Commissioner said that the capacity to conduct RTPCR tests be increased in excess of at least 10 thousand tests. He set a target of immediate functioning of minimum 18 oxygen generation plants in Kashmir division and 5 such plants in Jammu division. He also directed that an officer be deputed to look after availability of these facilities in government hospitals in both the divisions.
