After a five-month investigation, the House Ethics Committee' issued a report last week on the House Bank scandal. The House of Representatives may act on the report as early as this Wednes- day, March 11. Tbe Committee report, approved on a 10-4 vote, sets arbitrarily lax standards for judging and disciplining the over 300 Congressmen who wrote tens of thousands of bad checks during the past three years.
