Umoren replaces Usoro as Abuja MoU secretary-general Joseph Olaoluwa Captain Sunday Umoren has been appointed as the Acting Secretary-General of the Abuja Memorandum of Understanding on Port State Control. According to a statement on the website of the Abuja MoU, Umoren, who is the first Master Mariner to head the body, took over the position on January 4 from Mrs Mfon Usoro whose tenure ended recently.
