Feb 2, 2021 Frances L. “Lucy”Bowers, 87, of Smithville, WV, died Feb. 1, 2021, at Camden Clark Medical Center, Parkersburg. Frances would like to let you know her work here is done. She received a call, a sort of an offer you can’t refuse, for an appointment from which she will not be returning. The assignment comes with a huge sign on bonus and a reunion with family and friends she has not seen in a long time. She was born in Fonzo, the daughter of the late Elijah E. and Hazel E. Wyatt Barker, then moved to Smithville in Oct. 1943. She was a 1950 graduate of Harrisville High School and moved to Wheeling shortly after. Then became a wife in 1953 and started a family in 1954. She was a lifelong waitress in Wheeling and at Barkers Restaurant in Smithville. She was a member of Hardman Chapel Church, Smithville. She enjoyed traveling, going to Pro Bull Riding, Shopping of course, dominoes, volunteering and spending time with family and friends. She was a beautiful, ....
