Fred Closter dislikes FPL so much he decided to install a rooftop solar system with pricey Tesla storage batteries just so he buy as little of FPL's power as possible. But with a legislative bill FPL helped write advancing in Tallahassee, the utility could still extract a "fair share" from the Boynton Beach retiree.
