Arrests of new abusers also fell from 1,460 in 2019 to 1,143, which makes up about 38 per cent of all arrests last year. But the high proportion of new abusers and those aged below 30 remain a matter of concern, the Central Narcotics Bureau (CNB) noted in its annual report yesterday.
