Fredricka, and it is not very clear how it is going to play out. we know the prime minister is meant to speak tonight, to try to fill in some of the gaps that the president left, when he said he had a plan, to make things better for the people of haiti. but one thing is very clear, just being here for a short time. gas, food, water. the basics of life are in short supply here and people are extraordinarily upset. this is a gas station. most of the pumps are free of gas. there s no gas to be had. but people pull up anyway, to try to wait and hope that gas comes. the people lined up here are waiting for kerosene. cooking gas. so they can actually cook food if they can get it. the other issue here is water. massive lines for water. everywhere you go in this town, just clumps of people, crowds of people, hanging around a single spigot or a single hose, trying to fill a five gallon bucket of water, so that they can have some fresh water for the time being. ....

A five gallon bucket. normally a device like that will not contain really well an explosive device. you want to tamp those explosives so they re in a metal container to create blast-over pressures and that will explode your device, whatever it is you have in there. so that leaves either an incendiary device or gas device which could explode itself or dissipate itself in that plastic bucket. our first thought, and i was discussing this with many a couple of international terrorism experts. we were chatting this morning. the first thought was, it was a gas device. something which can be activated and will create a gas cloud and that would detonate and give you that flash, that blast effect of flame for just a moment. and generally light clothes can deflect that and only exposed skin will be injured by that. or as you said, was it a chemical weapon that was designed to ignite and then create a gas cloud of some type? ....
