The Colonial and post-colonial Rwanda up until 1994 was distinguished by long years of poor leadership based on the premise of a “divide and rule” practice along ethnic, religious, and regional lines, among others. Anarchy reigned over the land and seemed unstoppable until the RPF intervention through its RPA wing (led by HE Paul Kagame) ended the genocide carnage on the 4th of July 1994.
