Right now, the skill when charged:
Creates a Jade Shield with a DMG Absorption scaled on Zhongli’s Max HP, and absorbs Geo DMG 250% more effectively.
Deals AoE Geo DMG.
If there are nearby targets with the Geo element, it will drain a large amount of Geo element from a maximum of 2 such targets. This effect does not cause DMG.
Starting Version 1.3:
If their maximum number hasn’t been reached, creates a Stone Stele. (just like when the skill is used without charging)
Creates a Jade Shield with a DMG Absorption scaled on Zhongli’s Max HP, and absorbs 150% DMG against all Elemental and Physical DMG.

Finally, miHoYo has conceded to fans' feedback and is about to roll out changes in one of the most contentious characters in "Genshin Impact," Zhongli.
The Chinese gaming studio announced on Dec. 19 that the buff Vago Mundo is getting in the closed beta test version of "Genshin Impact" version 1.3. It is worth noting that all of the changes in the closed beta are still subject to change. miHoYo might still roll out additional changes when the game's version 1.3 finally releases sometime in February 2021.

Genshin Impact developer miHoYo has announced big changes are coming to a fan-favorite character in an upcoming update that should disrupt current
Genshin Impact tier lists on Reddit and elsewhere. More specifically, the Chinese developer has announced that with update 1.3, Zhongli will be getting some much-needed buffs. And in a new post over on the game's official website, the developer has provided some details revealing what's changing about the recently-added character.
According to miHoYo, these changes will be rolled out to players participating in the 1.3 beta test version and will focus on enhancing Zhongli's talents, optimizing the control and mechanics of his abilities, adjusting his shield, and improving the mechanics of his Geo resonance.

Genshin Impact - miHoYo Details Zhongli Buff Coming Ver 1.3

Right now:
This only increases the damage of Planet Befall (Elemental Burst) by an amount equal to 33% of Zhongli’s Max HP.
After the changes: The damage dealt by all of Zhongli’s physical attacks – Normal, Charge, and Plunging – will be increased by 1.39% of his Max HP. Moreover the increased damage of Planet Befall by +33% of Zhongli’s Max HP isn’t being removed.
For Zhongli’s Elemental Skill Dominus Lapidis: the damage of the Stone Stele, its Resonance, and Holding Mode will be increased by 1.9% of his Max HP.

Zhongli changes are on the way. When the latest
Genshin Impact five-star was introduced, people realized that he wasn’t exactly the sort of character they thought he’d be. Players voiced concerns about the five-star Geo user, which prompted miHoYo to look at feedback, discuss concerns that Zhongli is bad, and consider his build. Now, the company announced that a Zhongli buff will come in the 1.3 beta test version and eventually add alterations to the character.
In general, it seems like the goal will be to increase Zhongli’s DMG, so he’ll be stronger against enemies, make his shields more useful so they provide both better protection and DMG buffs, and improve Geo as an element in general. As a result, his general damage when using any sort of attack will be increased, a held Dominus Lapidus Elemental Skill will both generate a jade shield for Zhongli and create a Stone Stele if none is around, and both Zhongli and Noelle’s Geo Shields will be better.
