Open containers, soliciting, trespassing targeted by ordinance amendments

OCEANSIDE — The San Diego Rescue Mission will operate Oceanside’s new 50-bed homeless shelter, despite recommendations by the city staff and Housing Commission to go with Interfaith Community Services.
