jenna: well, it s prime real estate, beachfront homes in california all with beautiful views of the pacific ocean, and right out in front of their homes? campers. people playing loud music and in some cases engaging in drugs and even prostitution? william la jeunesse is live in venice with what is being done about this. william? reporter: well, jenna, imagine looking out your front window and 24/7 this is what you see and smell, campers in rvs that are not yours, families living inside. we re not talking one or two, but in venice about 3 square miles, hundreds of rvs and campers, and when the city tries to impose parking restrictions, the state says, no, they re homeless, and they have a right to live there. get that [bleep] camera away from me. reporter: hey, this is a public place. welcome to venice beach, california.
