El alcalde de Santa Tecla, Henry Flores, no pidió opinión a ningún otro concejal sobre el cambio de color que haría en el Palacio Municipal y en la Casa de Bellas Artes, dos infraestructuras consideradas patrimonio cultural. Concejales consultados por El Diario de Hoy dan cuenta que el alcalde había solicitado modificar el Manual de Marcas de la Alcaldía y la papelería, no informó nunca que cambiaría el color que el Palacio Municipal tenía, el cual había sido modificado hace unos años respetando los criterios establecidos por la Secretaría de la Cultura.
