When all the previous charges were dropped against rick gates in exchange for his guilty plea on those two new charges, muellers prosecutors basically took off the shelf the earlier indictments in which rick gates and Paul Manafort had been charged together and they rewrote them so that now all those charges are just against Paul Manafort.
