"Directing more funding to smaller nonprofit agencies rather than cumbersome large bureaucracies could also help," writes the Editorial Board. "Meanwhile the state needs to look at why smaller communities such as Santa Cruz County are beginning to make some headway on this crisis."
The California State Auditor reports that $24 billion has been spent over the past five years on homelessness programs in the state, but officials failed to consistently track if the programs were successful.
