There are a lot of cases around the country where the incarceration is doing more harm than the original offense. not just that, but some of these harms are generational. and what we see today is a whole generation of people, in the wake of the crime policies of the 90s, where the incarceration of a parent became a traumatic childhood experience that was unnecessary, that didn t make us safer, and that made that child more likely to grow up and wind up encountering the criminal justice system themselves. if incarceration made people safer, it s a bit like what i said about guns. we d be the safest country in the world. instead, we are the most incarcerated and that has not correlated to an absolute reduction in crime. is a 50% reduction, though, realistic? it s been pointed out certain proposals of yours don t fall within the purview of the federal government and the majority of inmates aren t in state custody, they re in local jails. that s right. i believe we can do it with fede ....
