Jamaica has declared a state of emergency amid a surge in gang violence. While the wording of this can raise eyebrows, the measure is, in fact, a "strategic move" to address crime in sensitive areas, explains Angella Bennett, regional director for Canada at the Jamaica Tourist Board. Both Bennett and Jamaica’s Minister of Tourism, Edmund Bartlett, say the country remains safe for tourists.
