今年上半年泰安市新增市场主体4万余户_泰安要闻_泰安_齐鲁网

2月5日，我市在全省率先将人防结建审批并入建设工程规划许可证核发；
5月18日，“泰好办”牵手“泉办成” ，济南、泰安52个行政审批事项率先驶入“一体化”通办“快车道”……
营商环境是城市高质量发展的基石，我市聚焦企业、群众的“急难愁盼”问题，大刀阔斧进行流程再造，持续深化行政审批制度改革，优化创业创新环境。不久前“泰好办”政务服务品牌上榜我市“十大示范服务品牌”。今年上半年，全市各级政务服务中心累计办理业务近228万件。

擦亮“审批至简·服务至善”的“泰好办”政务服务品牌，关键是上好企业、群众想吃的“菜”。“以前，一个窗口人员负责分内的几项业务，碰上来办业务人多的时候，只能等着，现在，找谁办理都可以，这样的审批效率太高了！”日前，在市政务服务中心，领取了建筑工程施工许可证的恒地旺岳置业有限公司开发部经理王树财深有感触地说。
围绕优化营商环境中心工作，市行政审批服务局开展政务服务集成化攻坚，瞄准企业开办、经营、变更、注销等全生命周期，全面启动“一窗受理”改革，持续深化“证照通办”泰安模式，推进企业开办减环节、减材料、减时限、增便利，打造了具有泰安特色、体现泰山高度的“1545”企业开办服务模式。将企业开办涉及的营业执照、公章刻制、发票申领、社保登记、医保登记、公积金开户、银行开户等7个事项并联整合为1个环节，为企业提供窗口办、网上办、掌上办、自助办、网点就近办等5种开办方式，将办理时间压减为最长4个小时，为企业提供零收费、零材料、零见面、全域通办、政策大礼包等5项服务。企业开办时间相比2018年提速5倍，平均为每家企业减少成本支出500余元。我市还加快政务服务“跨域通办”，深化“市县同权”改革，持续提升政务服务效能，增强企业和群众的获得感、满意度。一项项有利的举措激发了创业动力和市场活力。
今年1至6月份，全市新增市场主体40635户，同比增长26.55%，增速比去年同期快了37.35个百分点，截至今年6月份，全市实有市场主体518133户，同比增长12.02%。
△我市深化“一窗受理”改革推动政务服务再提速
“专人对接、全程代办、现场办公，‘绿卡’制度让我们企业得到了真实惠。”岱岳区国泰大成新材料科技产业园项目相关负责人说，自从该项目被列入我市重大投资“绿卡”项目以来，就像上了“高速路”。
△我市着力推进绿卡项目早落地、早开工
坚持产业兴市目标不动摇，我市创新推行重大投资项目“绿卡”制度，并发布“绿卡”制度10条意见，让部门围着项目转、要素跟着“绿卡”走。市行政审批服务局建立了“绿卡”项目服务专员制度，局领导担任“绿卡”项目服务专员，相关业务科室负责人为项目联系人，“一对一”包保、“点对点”服务，全程参与“绿卡”项目推进。“绿卡”制度实施以来，已惠及76个项目，总投资额达2256亿元。共办理相关建设手续612个，45个项目超前开工建设，带动了产业转型升级。
向智能化审批发力，加快推进互联网端、移动端、自助端“三端融合”，打造24小时不下班的网上政府、移动政府、家门口政府。今年上半年，市行政审批服务局在互联网端上线运行20个电子证照功能；在移动端扩展“泰好办”微信小程序功能，新增93个高频事项和17类查询事项，推出自主导航等7个特色功能；在“泰好办”自助服务终端新增12项功能，24个查询事项、85个办理事项上线运行，让数据多跑路、群众少跑腿，打通服务群众“最后一公里”。
