PANAMA CITY — After two years of looking at blue tarps and flattened lots, crumbling abandoned buildings and the wooden bones of new construction delayed by COVID-19-related issues, people can now focus on a more colorful outlook taking shape downtown — and soon to expand to other areas of the county. Although it was slow to start and also suffered coronavirus delays, the Bay Arts Alliance mural project is now running full steam ahead.
