Portland man arrested in heroin investigation PORTLAND, Ind. — A Jay County man has been charged with selling heroin to an informant for the Portland Police Department. Jordan Lemaster, 26, Portland, is charged in Jay Circuit Court with two counts of dealing in a narcotic drug, and single counts of unlawful possession of a syringe, maintaining a common nuisance, possession of meth and possession of marijuana.
