The city says it's to help stop the crows from leaving their droppings downtown. "This is definitely not a new problem. Rochester Charter Commission: Limit park and library boards' authority
“It kind of matches up with other boards of the city,” Eckerman said. Commission member Fred Suhler said the boards shouldn’t operate like others in the city.
