City Council, at a special meeting on Monday, Nov. 13, voted 6-0 to appoint William Youmann and William Wagner to fill vacancies on the board, which hears appeals of zoning decisions made by the Loris Planning Commission. That leaves one vacancy on the five-member board, but enables it to function with a quorum of three members.
