A person charged with a crime is presumed innocent unless and until proven guilty in a court of law. Feb. 14 Elissa Bower, 23, of Rockport, was issued summonses by Officer Celjeta Bixhaku for operating under the influence, inspection sticker and operating a motor vehicle with an expired license.
