In a few short months, states have gone from donating surplus rapid COVID-19 tests to states with shortages to hoarding them as demand driven by the spike in cases strains supplies.
When the delta variant hit, states worked together to try sharing COVID test kits, sending them where they were needed, but that cooperation dried up when omicron hit.
Omicron has driven up demand for tests everywhere. Some states are holding on to expired tests for use as a last resort.
