Moberly Monitor-Index There were two contested races in Randolph County s 2021 Municipal Election held April 6 that had a close ballot outcome. The 1-year open seat on the Huntsville City Council to represent Ward 3 went to Connie Kissell. She edged Heather Garnett by a 16-14 vote to claim that position while Jodi Lewis garnered eight votes. Robert Ashworth retains his seat representing the South Ward on the Higbee Board of Aldermen as he edged Jim Johnson by a 19-14 ballot count. Higbee voters elected Rusty Ratliff and William Smith to serve on its school board as they were the top two vote getters among four that filed for office. Ratliff had 82 votes and Smith 63. Chad Crawford and Lyann Ritter received 51 and 30 votes respectively. ....
