During the last hearing, the High Court suggested KIIFB officials and Issac who were summoned by the ED to appear before it on courts watch. Today, even though KIIFB agreed to appear, Issac refused.
The Court was dealing with petitions concerning police misconduct, including one filed by the KHCAA after a police officer was said to have verbally abused an advocate in Palakkad.
"'Smoking, drinking, and even drugs are not merely because you see it on the screen. It's mostly because of peer pressure, availability, acceptance- people who normalize it," the Kerala High Court observed.
Justice K Babu observed that a "dishonest intention" must be there to charge a public servant with criminal misconduct under the Prevention of Corruption Act (PC Act).
