WHA cuts displaced families' per-diem income in half, citing financial struggles
For more than a year, residents from the Wilmington Housing Authority have been displaced because of mold in their homes. Now more units are coming back online, but WHA officials say they’ll have to cut some benefits starting this Friday to make ends meet.
