位于洞庭南岸的益阳，多丘陵、平原，自古就是物产丰饶的“鱼米之乡”。金家堤村离县城40余华里，与沅江、湘阴毗邻，地处偏僻。
“封建地主的剥削压迫，帝国主义势力的入侵，各路军阀的残酷统治，在这国难家贫的危难之际，益阳境内许多爱国知识分子和青年学生，感愤于中国社会的黑暗，外出求学探索救国救民的真理，欧阳笛渔和侄子欧阳泽就是其中代表。”中共金家堤支部陈列馆讲解员胡蓉说。
出生在金家堤村的欧阳笛渔原本是个教书先生，1919年考到上海中华职业学校。受“五四”运动进步思想影响，投身工人运动，曾参加共产国际在莫斯科召开的远东各国共产党及民族革命团体第一次代表大会。从莫斯科回到上海不久，欧阳笛渔就加入了中国共产党，成为当时上海的53名党员之一。
