Amanda Campbell, 41, was fatally mauled by three unregistered dogs in a horror attack that stunned the state and sparked debate at Mackay council chambers. Councillor Martin Bella suggested a doggy pension scheme be introduced in Mackay that would reward pet owners who annually renewed registration. Cr Bella said the system would remove fees entirely in the dogsâ later years.
