MANILA, Philippines: The combined effects of the low pressure area (LPA), formerly Tropical Depression 'Kabayan,' and shear line area are affecting Visayas, Mindanao and Bicol Region, the state-run weather agency said on Tuesday. According to weather specialist Robert Badrina, of the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa), the LPA has a slim chance of redeveloping into a tropical depression.
