CNN CNN Newsroom With Fredricka Whitfield December 1, 2019 19:25:00

Your point, ross. listen to the explanation. why are we doing this on a normal 3-1 ratio? if it s so important like we did in clinton where we had almost four times as many of these witnesses, why don t we at least get 2 for 2? why don t we at least have more witnesses in the process? if the judiciary committee simply has a constitutional scholar hearing and then they have a presentation of a report by adam schiff and we go straight to a markup, that is a failure on chairman nadler of the ultimate proportion because this is a failure of the judiciary committee to be able to talk to fact witnesss, to be able to talk to people that have actually been a part of this and actually have the president viably participate in his own defense. melanie, it s very confusing because you know, in one respect you ve got this republican who says okay, involve more people at the republicans or the president s request. and now an extension is being made to the white house. and thus far there has bee ....

Will be pro-democrat, pro-impeachment and one of the four is going to be basically questioning whether or not there are ground for impeachment. that is exactly right. that is what we re seeing here. look, the problem is here, they re on a time frame. internal time frame to finish this out by the end of the year because they want to get at this president right now, before everybody completely sees through the process sham of the elections for next year. so we re rushing this chris. i don t think the american people, even if they support an impeachment inquiry or try to remove, overturn the votes of 63 million people for the president. they don t think this is fair. i talk to democrats don t believe it is fair. if the judiciary committee has a constitutional scholar hearing and presentation of a report by adam schiff, we go straight to a mark up, that is failure of chairman nadler of ultimate proportions. the committee has to talk to fact witnesses, talk to the people a part of this, h ....

There s just pressure to conform. what does that pressure feel like? how does it manifest itself? what do you mean by that? well, that pressure is like a vice, and there are so many different mechanisms in congress that create that pressure. one, for example, is the fact that any bill in legislation that is being voted on is not really debuted to members until about 48 hours before the vote. and so sometimes these bills, they go through markup, they go individual committees and we all sit on different committees so there s no way we can all be at every markup at the same time. but they move through markup, but we often don t know what a street is coming until it s according to house rules 48 hours ahead of time. which is an improvement on 24 hours ahead of time. and so we re talking about pieces of legislations that are ....

Busy week. are these hearings done? reporter: we think so, stephanie. i feel like we should put question marks on all of our graphics and caveats and everything we say about the calendar as we move forward. here is what we think is going to happen. hearings appear to be done for now. no more witnesses are scheduled for democrats. the hope is that now staffers on the democratic side can prepare a report, a summation of everything they ve learned, hand it off to the judiciary committee, the committee that has the responsibility for drafting articles of impeachment if, indeed, there are more than one. judiciary committee will have their own hearings, a markup. they ll write the actual documents, the charges, articles of impeachment some time in december, we believe, then hand them on to the full house, which will have days of debate on them and vote on them, democrats hope, before the end of the year, kicking things over to the senate, which would have a trial, they think, starting in j ....
