NAUGATUCK — A developer wants to build a Popeyes Louisiana Kitchen restaurant on Rubber Avenue. The Parikh Network, a large franchise group, is proposing to build a Popeyes, a fried chicken fast food restaurant, at 111 Rubber Ave. The New Jersey-based group has applied for two special permits — one for excavation and the other for a restaurant with a drive-thru window — to the Zoning Commission.
