The Multi Use Rail Corridor Study (MURC) is supposed to be independent but the council refuses to reveal its terms of reference document. This would no doubt be because aim of the report was to make a positive finding for the practicality of running trains. The trail was clearly a secondary consideration which is why the discussion of the benefits of the trail were based on urban cycle usage and completely ignored that it would be part of the Northern Rivers Rail Trail.
