Sen. Jay Chaudhuri (D-Wake) told his colleagues during a hearing on Wednesday that he thinks HB 91 is moving too fast and he would prefer to see the legislature work with the NCHSAA to address concerns insteads of dissolving the organization.

Um, well, well, thank you Senator johnson for your leadership on this. And I wanted to thank Senator johnson McGuinness and Sawyer for working on the amendments. And also thank you for shining a light on the operations of the North Carolina High School Athletic Association. I appreciate the 22 months you ve spent and identifying the athletic associations, areas for improvement that uh, clearly I think include better support for student athletes, the appeals process, the preferred vendors that we ve talked about today. And yes, also the need for transparency and accountability. You know, however, I think that the decision to completely dissolve 100 year old plus organization that s been managing more than 20 varsity sports for Murphy DiMaggio is akin to calling the ball game in the second inning, not the ninth inning. And I want to just highlight three areas that I believe the decision to render the death penalty on the athletic association is wrong at this at this point in time. So, so first, um, you know, the issues raised in this committee and the recommendations to establish an entirely new organization originated from a set of investigative hearings by the Joint Committee on Government Operations over the last year. And I would point out that, you know, unlike the now defunct program evaluation division that would have been required to establish a set of findings and then recommendations. This committee jumped to recommending the establishment of a new organization without setting out even a set of written findings. And just just two issues that I will cite that I think merit additional debate and discussions. Um We we ve heard from Senator johnson and you ve said that when I posed a question about hearing from the athletic association, you said that they were not cooperating uh as you may know, Senator johnson last night, Commissioner Q. Tucker held a press conference in which he said that the member member driven organization did not feel they had the authority to release the information Subsequently they did. Now, I will say, to be fair, I ve had a brief conversation with Senator begin as he provided a rebuttal to that, but I just only cite that as an example of trying to um trying to find a common set of facts and you think you shared an email that you said you received on that. The second example that I will mention is I think that you have mentioned, I think Senator Sawyer mentioned that a number of coaches and athletic directors are terrified of the athletic association. And I ll say yet in the email that I received this morning from an athletic director, she said that her conversations, other coaches and athletic directors quote, we were all in shock and did not agree with the statement that the coaches and athletic directors were terrified of the athletic association. And so my point is that they can skipping right past an agreed set upon the facts. In finding, I mean, the committee in some ways, is doing exactly what we re alleging the athletic association of doing. Um the second, my second area of concern is really that this new proposal, established as a new overtly politically appointed governing board that departs from empowering uh the very individuals who are invested in familiar with the day to day challenges of student athletes. Uh, These are nonpartisan athletic directors, nonpartisan principles, nonpartisan superintendents and nonpartisan coaches who focus on student athletes every single day, not volunteer political and partisan appointees by the governor. Uh Senate president, pro TEM and speaker of the House of this bill proposed to do so. I ask who s better vested in the interest of our student athletes and non partisan coach or a partisan and political appointee. And I suspect that s the reason why the north Carolina Coaches Association of North Carolina Athletic Directors Association. Not just Got an email from North Carolina Wrestling Coaches Association of All, expressed support for the Athletic Association. And I think that s why the National Federation of State High School associations, the governing body of all 50 state high school associations put out a press statement that expressed support for the Athletic Association. And my final point, uh, is that, you know, there s the issue of what the radical transformation of this governing body will do to the very people who make running our sporting events, who run our sporting events across the state. And so for the past 110 years, this association has been responsible for officiating and managing tens of thousands of games, perhaps millions of games that provided lessons in sportsmanship and team building for several generations of high school athletes. Uh, Now based on three hearings without a written report based on Some examples and no real input from coaches, athletic directors and even student athletes. We re gonna dismantle 110 year old and Cyrus system that s worked, albeit not perfect. And I suspect that some of you all received an email from the Western north Carolina association who expressed real concern about recruiting additional officials. If they saw this transformation take place. And as he said in the email, it s pretty simple. No officials, no sports that email may be overblown, but I still think it underscores the concerns and lack of confidence that a number of coaches and athletic directors have regarding a new bureaucracy that s just to be justified. And so, you know, again, I, I applaud Senator Mcguinness, johnson and Sawyer for the good work you ve exempted in carrying out the legislative oversight. That is what we are charged to do by the state Constitution. Is the athletic association? Perfect. Absolutely not. I think we ve shed light on that. Does it warrant a complete dissolution? No, but but I do think that this proposal brings an ax to the athletic association, A larger scalpel might have been a better option. And so I uh Senator johnson and Sawyer Mcguinness. I appreciate the the answers you ve provided. The many questions I posed yesterday. I would just encourage you all to work with the athletic association. And I think that members on our side of the aisle stand ready to help. Thank you. Mr. Chair
