At a time when parliament is not in session due to the emergency, such concerns are possibly borne of fears over lack of check-and-balances over the use of public funds. Some also have questioned the need for the government to dip into a fund specifically set up for the benefit of future generations. They argue that even during the 1998 or 2008 financial crises, the government did not resort to tapping into Kwan savings, said to be worth RM16.9 billion now.
