The National Investigation Agency (NIA) arrested Moirangthem Anand Singh in a case related to a transnational conspiracy by Myanmar based leadership of terror outfits to wage a war against the Government of India by exploiting the current ethnic unrest in the State of Manipur.

Soon after the release of five, one person Anand was re-arrested by NIA and taken to New Delhi. According to police he is a former cadre of banned insurgent outfit Peoples Liberation Army (PLA) of Manipur. He was arrested for as many as six times in 1997, 2001, 2002, 2004, 2005, 2009. He had joined KCP(Noyon) Group and was arrested in 2010 Lamphel police station and detained under NSA.
