根据规划，到2035年全市公交场站共规划284个，其中停保场36处、枢纽型首末站49处、一般首末站199处。厦门市现有农贸市场101个，尚未纳入改造的有46个，有关部门正结合用地条件、服务需求、市场布局等综合分析评估，分门别类进行提升改造和规范管理。
会议指出，鼓励公交出行，首要是便利。公交发达，接驳便捷，市民选择公交出行的意愿就会更强。场站之外，当务之急要做好地铁和公交的衔接，特别是岛外的地铁与公交接驳要尽快完善起来，加大政府投入，形成有效网络，让换乘更加便捷。要拿出绣花功夫，细之又细抓好城市基础设施建设和管理，进一步提升整体环境和配套。要根据最新人口普查数据，更加科学合理地做好公交场站的规划布局，统筹考虑城市快行系统和慢行系统。要集约节约用地，最大限度利用地上地下空间，让土地资源发挥最大效益。要完善设施设备，鼓励引导公交场站综合开发利用，紧密结合社会化服务需要，拓展公交场站功能，也给公交一线员工更好的休息和活动的环境。
会议强调，农贸市场连接着千家万户，是关乎民生的“菜篮子”工程。要坚持以人民为中心，站稳人民立场，把方便百姓生活，作为工作的出发点和落脚点。要进一步调整思路，建立标准规范，对知名度比较高、依赖性比较强、有老百姓记忆的，尽可能予以保留并改造更新；对存在安全隐患、周边已有替代的市场、关停后不会给百姓生活带来不便的，要有序关停；对需要规范提升的，要按照“一场一策”的要求，积极提升“菜篮子”的保障能力，进一步健全管理、维护秩序、留住特色、引导业态，形成各具特色的市场。要提高市场管理能力和水平，结合城市更新、活跃夜经济，推动农贸市场升级，既留住城市的烟火气，又留住老百姓的记忆和生活圈，保持市场活力，便利百姓生活。要有序引导商户搬迁，特别是被关停取缔的农贸市场，要将商户有序引导至周边市场，确保社会安定稳定。
会议还研究了破狱斗争旧址、何厝红色文化教育基地等相关整治提升规划。会议强调，要结合党史学习教育，深入挖掘红色资源，进一步保护好、管理好、运用好红色资源，传承红色基因，赓续红色血脉。对全市90多处红色文化遗存要进行修缮保护，保留原址原件，进一步提升完善，进一步丰富展陈，进一步增强活力，结合周边环境改造提升，让红色资源融入社区居民的文化生活。
会议强调，规划最终要体现在落实上，要切实抓好规划的落地实施。规划一旦确定，就要认认真真严格实施，任何人都不能随意更改或调整，确保规划的严肃性、权威性。
