On an August morning in the Houphouet-Boigny neighborhood of Abidjan, there is the sound of cheerful conversation and lively music as young people in bright vests sweep the street clean of trash. This neighborhood clean-up – an initiative called “Operation Sweep!” – brings together youth from Houphouet-Boigny and rival neighborhood Sogephia.
