OTT Apps: Apart from the relief for OTT communication apps, the final version of the bill may also do away with any sort of authorisation or even permit system for service layer apps such as payment gateways, ecommerce and gaming apps, in which telecommunications is a "merely incidental or ancillary feature," said one of the officials cited above.
The potential for overlapping of regulation may arise due to the expansion of the definition of telecommunications in the draft telecom bill to include over-the-top (OTT) communication apps, broadcasting, satellite and communication over the internet
