LITTLE ROCK â The Arkansas Arts Council announced the artists for the 2021 Small Works on Paper touring exhibition, which will include the work of three Russellville artists. Neal Harrington, Tammy Harrington and David Rackley, all of Russellville, were among the 26 artists whose work was chosen for for the exhibition, which will open at the East Arkansas Community College in Forrest City in January.
