Bp used it voluntarily on its british rigs, it was not included here. in addition to that, bp didn't put a deep well valve, a shutoff valve that would be 200 feet below the level of the sand. it's standard operating procedure. they didn't put it there because it would have cost a few more bucks for them. there's also some indication that bp was drilling way beyond its permit limitations. the permit limitations allowed bp to go down to 18,000 feet. apparently they were already at 20 -- between 22 and 25,000 feet when the explosion occurred. there was clearly deliberate and willful negligence th...
