地理資訊系統（GIS）以空間地點為核心的軟件，發展逾半個世紀以來，從紀錄水管及電纜等基建位置、為學校及醫院選址，逐步發展成為與公眾溝通的工具、管理郊野公園及海岸公園等重要天然資源，應用非常廣泛。近年GIS在規劃新市鎮和舊區重建這些複雜項目中，更扮演日益重要的角色。
觀乎由Esri主辦的年度「地理資訊系統應用特別成就獎」（Special Achievement in GIS Award，簡稱SAG獎），從全球各地超過10多萬個公私營機構的提名，再由Esri總裁及創辦人Jack Dangermond親自甄選的得獎名單中，「城市/社區規劃」類別由10年前只有4個得獎作品，到今年增至9個，可見各地政府正逐步以GIS推動城市發展。不過，城市規劃尤其牽涉舊區的計劃，必然是錯綜複雜、舉步維艱的，因此今年香港唯一的SAG得獎者市區重建局的經驗特別值得參考。

其中深水埗是人所共知的舊區，市建局過去20年在該區已重建了270幢樓宇。可是，區內仍然有近900幢樓齡超過50年的物業，當中不少屬「超高密度」龐大而失修的舊樓群，兼善里是其中之一。
首先簡介一下兼善里項目，就是福榮街、福華街及該兩街之間的窄巷兼善里上兩列樓高9層的舊廈，合共90幢的樓宇，樓齡超過50年，沒有升降機設施。其重建的三大難題包括：
城市規劃尤其牽涉舊區的計劃，必然是錯綜複雜、舉步維艱。（法新社資料圖片）
二、入不敷支：收購兼善里樓宇涉及的收購及補償支出，估計近百億，但重建單位數量減少，因此預期會虧本。
三、住戶安置：大部分單位已劃成劏房出租，估計劏房數目多達3000伙，如何妥善處理合資格租戶的調遷安置？兼且要避免影響其他同樣居住在環境欠佳、仍待上樓的基層家庭的輪候時間。
如果沿用以往只視兼善里為單一的個別項目，可行性肯定早被否決；如果用宏觀的「規劃主導」分析，情況便不一樣。解決方案下次再談。
