AFP’s major services back DND abrogation of accord with UP

The major services of the Armed Forces of the Philippines (AFP) on Thursday backed the decision of the Department of National Defense (DND) to abrogate its 31-year-old agreement with the University of the Philippines on the ban on entry of government security forces in its campuses.
In a statement issued Thursday, the Philippine Navy said the termination of the pact was not an impairment to academic freedom, freedom of speech, assembly, or redress of grievances.
"The PN firmly believes that SND's decision was made in good faith and is rooted in the DND and AFP's concern for the safety of our youth," it said.

 A member of the Communist Terrorist Group (CTG) who surrendered to Pangasinan Mayor Constante Agbayani of San Fabian was later found to have several warrants of arrest for various crimes.

Police Regional Office 1 Director Brig. Gen. Rodolfo Azurin Jr said the surrender ofAllan Rey Balanay, 48, a resident of No. 368, Kalayaan Street, Quezon City was a joint effort of PRO1, Pangasinan Provincial Director Col. Ronald Gayo , Northern Luzon Command 702nd Brigade and 7th ID under Maj. Gen. Alfredo V Rosario Jr., and Police  Regional Office 2 Director Brig. Gen. Crizaldo Nieves .
Balanay was listed No. 8 in the Periodic Status Report on Threat Groups of Region 2 and was wanted for the crimes of murder, frustrated murder, and violations of RA 9516 (Illegal Possesion of Explosives), and RA 10591 (Illegal Possession of Firearms and Ammunition).
