Doctor or administrator? City to vote on Duval County health director

The Jacksonville City Council will consider a measure Tuesday intended to help fill the top post at the Duval County Health Department, which has been vacant since 2018. The hiring difficulty stems from a city ordinance that requires the department director to not just have public health training but to be a physician, the only such mandate in the state, according to Stephanie Burch, the city deputy chief administrative officer.  The proposed legislation calls for the director to be a county health officer who is either a physician trained in public health administration or a public health professional with a master’s degree in public health or other health sciences, or with a master’s degree and extensive public health experience.
