[siren] i m appealing to the federal government we need to triage this and inventory it and we need to treat and it manages this like the humanitarian crisis that it is. i don t understand how people can live with this. i can t. as a doctor, i cannot live with this going on in my city. todd: i work in downtown l.a. for four years. actually lived in downtown l.a. for one that was only in 2010 when i lived there. it didn t look like that. it has exploded since then. what struck me is not only how vast skid row itself is block upon block upon block but also everywhere you go in los angeles you see those tents and those people. and the problem goes far beyond just homeless down and out on their luck and a tent and a sign, these
