sanctions on, keeping the diplomatic pressure. i think the sketch map you laid out, pushing back to those pre-invasion, current invasion lines is a pretty good place to start thinking about when those two burn rates will bring the two actors to the table to negotiate. >> dave, this is, the russian strategy after plan "a" failed, plan "b" is a pretty brutal strategy. as far as i can figure it out, it's, use a lot of artillery. essentially destroy these towns and cities and then, you know, walk into the ruins and claim conquest. but it does feel like it's working in the sense that very slowly, they are gaining ground in parts of the donbas. explain to me how you see the battle right now. >> well, this is a grinding bloody, costly war of attrition
this would be a re-invasion if the russians were to enter into ukraine. for a lot of people here, this isn't a big surprise. they kind of believe they know what they're expecting. also, they simply do not have a purchase on the know dwoesh ghosh yagss and the diplomacy. they do not know how to get themselves out of this because all of these negotiations have been happening between the great powers, between the united states and russia. ukraine barely has a seat at the table, kate. >> i want to get more on that in a moment. courtney, i do want to talk to you about some of your new reporting which i found striking and complicated. on the one hand the white house is negotiating with vladimir putin trying to get him to pull back on ukraine. on the other hand, you have reporting that the united states is working with russia on sanctions for or the nuclear buildup in iran. explain to me how those two things can happen at once.
jens stoplighten burg on friday -- stoltenberg announcing the alliance will provide more aid in weapons to ukraine including air defense systems. back with congressmen michael waltz and michael mccaul. what do you make of the u.s. and its allies shutting out certain russian banks from the swift network? how important is that? and what should be done now? >> well, i've said all along that we should have been doing this pre-invasion, not post, and the lethal aid pre-invasion, not post. but here we are. the fact is i'm glad they're doing the swift sanctions and sanctioning putin himself. but the big exemption that's carved out, maria, is energy. this is putin's biggest source of income, revenue coming into russia. 40%, europe's 40% tied to it. this is why, you know, for the life of me i don't know why the president waived nord stream 2 sanctions that i worked so hard to put on that pipeline.
