It sort of is baffling. how did this happen? reporter: absolutely. i can tell you that this watchdog group isn t happy about this. the department of homeland security office of inspector general is sounding the alarm because they say this felon and former domestic terror group member was given expedited screening at a u.s. airport last summer. it s a less stringent screening process usually reserved for low-risk passengers. you get to keep your shoes on and your coat on. laptop can stay in the bag. the report says that the traveler who was involved in numerous criminal activistties some involved explosives and murder this person was allowed that expedited screening. how did this happen? you can apply for pre-check or you re randomly picked for pre-check. in this particular case he was randomly picked based on biographical information he provided to the airline and tsa ....

Highlights the weakness of precheck. as this watch dog report states just because someone is not on a watch list does not make them low risk. rene how did this investigation get started? reporter: we know that a whistle blower came forward. we should also point out that there was a tsa officer there at the airport, recognized the felon, flagged a supervisor but the superior essentially gave the okay gave the clear for this traveler to go through. that tsa agent didn t feel he or she had the power to override the supervisor but that has all now changed in light of this report. tsa says that if an officer at the check point feels as if someone should not get that expedited screening, that person can be sent to the standard screening line. jake? rene what does the tsa have to say about this? reporter: the agency is really standing firm on the fact that this person s name did not appear in a terror data base. the argument is that if ....

do you think this is a failure on the part of the tsa? there s no question it s a failure on part of the pre-check system. the problem is tsa is trying to defend what they did. what i plan to do is offer legislation to make sure that this does not happen again. it was unfortunate that a whistle-blower had to bring this to our attention and not our system. if this person had applied through regular pre-check, he would have been turned down. he would not have been denied the right to fly on a plane. we would have known that this person had a history that was suspect. and we would take notice. now, the other problem is even when the whistle-blower saw this person he had no authority to deny that person the right to get on the plane. and so that s a problem also. ....
